
In conformity with the Canada-Quebec Accord on Immigration of 1991, Quebec administers its own immigration programs. The Ministère de l'immigration et des communautés (MICC) is in charge of selecting the immigrants that will be accepted.
The investor program is designed to attract high net worth individuals who will contribute to Quebec economic development. When selected, a candidate and his family are eligible for permanent residency. After three years of their arrival, they can apply for citizenship.
In order to be selected through the investor program, a candidate must fulfill four requirements:

To demonstrate a personal net worth of CAD $1,600,000, obtained through licit means. The assets of the accompanying spouse can also be considered. Assets that can be computed in the calculation of the net worth include monetary funds, financial products, real estate and businesses. However, donation made six months prior to the application are not considered;
To prove that he accumulated two years of management experience over the past five years in either a licit agricultural, commercial or industrial business, a licit professional business in which there are at least two full-time employees excluding the candidate, an international organization, or a governmental minister or organism. Management experience is defined as planning, managing and controlling financial resources, human resources and material resources;
To make an investment of CAD $800,000 guaranteed by the government, that will be fully reimbursed after five years (financing options are available);
To obtain the required amount of points on the selection grid, considering age, education, knowledge of French and English, stays and family in Quebec as well as adaptability;

If the candidate fulfills those requirements, a Quebec selection certificate will be emitted. This document allows the candidate to apply to the federal government for final verifications such as medical examination, as well as security and criminal background check. The successful applicant will receive permanent residence for him and his family once this step is completed.
